Management Analyst

Major duties and responsibilities include but are not limited to:
Provides a variety of management support services essential to the direction of the organization. Assists the Supervisory Management Analyst and leadership in assisting in administrative functions through an extensive knowledge and understanding of the organization, methods, funds, and other tools or resources of management. Coordinates and consults with VCL and PSOC supervisors on administrative matters that can affect a workforce. Responsible for getting key administrative management work done or how to obtain a variety of management services essential to the direction and operation of the directorate. Gather information, identifying and analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiency of operations. Evaluate routing and distribution for accuracy to assure that all concerned action receives appropriate instructions. Assures daily activities for the organization are coordinated, and that schedule changes are made with minimal disruption to office activities. Participates with the subordinate organizations in planning revisions to personnel ceilings and in the procedures and methods pertaining to budget trends and special studies. Develops, accumulates and analyzes a variety of statistical data including charts, graphs, or reports reflecting effectiveness and efficiency standings and planned versus actual accomplishments, including narrative explanations for variations indicated. Screens all personnel action requests from subordinate divisions and completes actions not requiring the personal attention of the Agency. Evaluates routing and distribution for accuracy to assure that all concerned action receives appropriate instruction. Reviews outgoing correspondence to insure accuracy in accordance with applicable administrative regulations. Monitors, coordinate and track all on-going and projected personnel actions. Assures that all publications requiring action and/or reports are properly controlled, coordinates activities and assures that actions are taken timely. Prepares narrative reports, memoranda or fact sheets containing a statement of the issues, problems and recommendations based on analysis of correspondence, files and other data. Writes and/or edits reports briefings, information papers and other informational material designed primarily to report functions. Maintains files and documents on all personnel actions. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-7 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provided administrative support services. Coordinated activities with minimal disruption to office. Reviewed incoming correspondence. Tracked and maintained administrative documents on personal actions Maintains files and documents on personnel actions OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or superior academic achievement. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED) OR Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the post-bachelor degree level. (TRANSCRIPT REQUIRED) GS-9 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Masters or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work. (TRANSCRIPT REQUIRED) OR Combination:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
