Supervisory Social Science Program Specialist

The Supervisory Social Science Program Specialist serves as the Team Operations Coordinator (TOC) for the Peer Support Outreach Center (PSOC). The incumbent performs management and program work including, but not limited to, the following:
Provides first level oversight and supervision of the Supervisory Peer Support Specialists and second-level supervision and management of over 40 Peer Support Specialists. Incorporates applicable guidelines consisting of the VA's vision, mission and goals, established program policies, procedures and objectives, rules and regulations provided by VHA and external regulatory agencies such as AAS, OSP and Lifeline for crisis intervention standards, conduct and ethical behavior to guide interventions, and professional conduct. Utilizes analytical data reports from the AVAYA phone system to help determine short and long-range scheduling or staffing requirements and implements change as needed to ensure appropriate coverage of all PSOC phone lines and other platforms. Partners with various VCL support programs and personnel to support front line staff in day-to-day operations. Advises higher level officials on staffing requirements, budget, and other issues that affect the PSOC. Responsible for oversight of HR responsibilities to include ER/LR, reasonable accommodation and disciplinary actions. Completes performance evaluations on subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position, applicants must meet one of the basic requirements described below:

Experience:
You must have four years of appropriate experience that demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field of the position. (Details of your work history must be provided in your resume; failure to supply sufficient details may result in not meeting the basic requirements for this position) OR, B. Education:
You must have successful completion of a full 4 year course of study leading to a Bachelor's or higher degree that included a major field of study or specific course requirements in behavioral or social science; or related disciplines appropriate to the position. (The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area.) (Transcripts required. You must have a combination of related experience and education that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to the major in the field of the position. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing detailed plans, goals and objectives for the day-to-day operations of a call center. Overseeing the scheduling of call center employees to maintain effective, continuous operations. Developing and implementing policies and procedures consistent with the mission and vision of the organization. Establishing guidelines and performance expectations for staff and conducting work performance critiques; Collaborating with internal and external partners to further program goals and enhance patient centered care.
